d ,T hat funds pro v ided under this paragraph and funds provided as a gift pursuant to section 635( d ) of the F oreign Assist - ance Act of 19 61 shall b e m ade available onl y for micro and small enterprise programs, urban programs, and other programs w hich further the purposes of part I of such Act: Provided fu r th er, That such costs, including the cost of modifying such direct and guaran- teed loans, shall be as defined in section 5 02 of the Congressional B udget Act of 19 74 , as amended: Provided further, That funds made available by this paragraph may be used for the cost of modifying any such guaranteed loans under this Act or prior Acts, and funds used for such costs shall be sub j ect to the regular notifica- tion procedures of the Committees on Appropriations: Provided further, That the provisions of section 107A(d) (relating to general provisions applicable to the D evelopment Credit Authority) of the Foreign Assistance Act of 1961, as contained in section 306 of H.R . 14 8 6 as reported by the House Committee on International Relations on M ay 9, 1997, shall be applicable to direct loans and loan guarantees provided under this heading: Provided further, That these funds are available to subsidi z e total loan principal, any portion of which is to be guaranteed, of up to $ 700,000,000. In addition, for administrative e x penses to carry out credit programs administered by the U nited S tates Agency for Inter- national Development, $8,000,000, which may be transferred to, and merged with, funds made available under the heading ‘‘ O per- ating Expenses’’ in title II of this Act: Provided, That funds made available under this heading shall remain available until September 30, 2011. ECON O MI C SUP PO RTF UN D( INC L UDIN G TR A NSFER OF FUNDS ) For necessary expenses to carry out the provisions of chapter 4 of part II of the Foreign Assistance Act of 1961, $3,007,000,000, to remain available until September 30, 2010: Provided, That of the funds appropriated under this heading, $200,000,000 shall be available only for Egypt, which sum shall be provided on a grant basis, and of which sum cash transfer assistance shall be provided with the understanding that Egypt will underta k e significant eco- nomic and democratic reforms which are additional to those which were undertaken in previous fiscal years: Provided further, That of the funds appropriated under this heading for assistance for Egypt, up to $20,000,000 shall be made available for democracy, human rights and governance programs, and not less than $35,000,000 shall be made available for education programs, of which not less than $10,000,000 is for scholarships for Egyptian students with high financial need: Provided further, That $11,000,000 of the funds appropriated under this heading should be made available for Cyprus to be used only for scholarships, administrative support of the scholarship program, bicommunal projects, and measures aimed at reunification of the island and designed to reduce tensions and promote peace and cooperation between the two communities on Cyprus: Provided further, That of the funds appropriated under this heading, not less than $263,547,000 shall be made available for assistance for J ordan: Provided further, That of the funds appropriated under this heading Jordan.Cyp r us .
