d ,T hat the civilian per - sonnel for whom military education and training may be provided under this heading may include civilians who are not members of a government whose participation would contribute to improved civil-military relations, civilian control of the military, or respect for human rights: Provided fu r th er, That funds made available under this heading for assistance for H aiti, G uatemala, the D emo- cratic R epublic of the Congo, N igeria, S ri L an k a, Nepal, E thiopia, B angladesh, Libya, and Angola may only be provided through the regular notification procedures of the Committees on Appropriations and any such notification shall include a detailed description of proposed activities: Provided further, That of the funds appropriated under this heading, not to exceed $55,000 shall be available for entertainment allowances .F OREIGN MILITARY FINANCING P ROGRAM For necessary expenses for grants to enable the P resident to carry out the provisions of section 23 of the Arms Export Control Act, $4,635,000,000: Provided, That of the funds appropriated under this heading, not less than $2,3 8 0,000,000 shall be available for grants only for I srael, and not less than $1,300,000,000 shall be made available for grants only for Egypt, including for border security programs and activities in the Sinai: Provided further, That the funds appropriated by this paragraph for Israel shall be disbursed within 30 days of the enactment of this Act: Provided further, That to the extent that the Government of Israel re q uests that funds be used for such purposes, grants made available for Israel by this paragraph shall, as agreed by the U nited States and Israel, be available for advanced weapons systems, of which not less than $6 7 0,650,000 shall be available for the procurement in Israel of defense articles and defense services, including research and development: Provided further, That of the funds appropriated by this paragraph, $235,000,000 shall be made available for assist- ance for J ordan: Provided further, That of the funds appropriated under this heading, not more than $53,000,000 shall be available for Colombia, of which $12,500,000 is available to support maritime interdiction: Provided further, That funds appropriated under this heading for assistance for Pakistan may be made available only for border security, counter-terrorism and law enforcement activities directed against Al Q aeda, the Taliban and associated terrorist groups: Provided further, That none of the funds made available under this heading shall be made available to support or continue any program initially funded under the authority of section 1206 of the National Defense Authori z ation Act for Fiscal Y ear 2006 ( Public Law 109 – 163
