d ,T hat $1,000,000 shall be transferred to ‘ ‘Pipeline Safety ’ ’ in order to fund ‘‘Pipeline safety information g rants to communities’’ as authorized in section 60130 of title 4 9, U nited States C ode: Provided fu r th er, That grants described under the previous proviso shall be awarded within 1 2 0 days of enactment of this Act .H AZARDOUS MATERIALS SAFETY For expenses necessary to discharge the hazardous materials safety functions of the Pipeline and Hazardous Materials Safety Administration, $32,000,000, of which $3,302,000 shall remain available until September 30, 2011: Provided, That up to $ 8 00,000 in fees collected under 49 U.S.C. 5 108 ( g ) shall be deposited in the general fund of the Treasury as offsetting receipts: Provided further, That there may be credited to this appropriation, to be available until expended, funds received from States, counties, municipalities, other public authorities, and private sources for expenses incurred for training, for reports publication and dissemi- nation, and for travel expenses incurred in performance of haz- ardous materials exemptions and approvals functions. PIPELINE SAFETY (PIPELINE SAFETY FUND) (OIL SPILL LIA B ILITY TRUST FUND) For expenses necessary to conduct the functions of the pipeline safety program, for grants-in-aid to carry out a pipeline safety program, as authorized by 49 U.S.C. 6010 7 , and to discharge the pipeline program responsibilities of the O il Pollution Act of 1990, $93,291,000, of which $18,810,000 shall be derived from the Oil Spill L iability Trust Fund and shall remain available until Sep- tember 30, 2011

and of which $74,481,000 shall be derived from the Pipeline Safety Fund, of which $40,081,000 shall remain avail- able until September 30, 2011: Provided, That not less than $1,043,000 of the funds provided under this heading shall be for the one-call State grant program. EMER G EN C Y PREPAREDNESS GRANTS (EMERGENCY PREPAREDNESS FUND) For necessary expenses to carry out 49 U.S.C. 5128(b), $188,000, to be derived from the E mergency Preparedness Fund, to remain available until September 30, 2010: Provided, That not more than $28,318,000 shall be made available for obligation in fiscal year 2009 from amounts made available by 49 U.S.C. 5116(i) and 5128(b) – (c): Provided further, That none of the funds made available by 49 U.S.C. 5116(i), 5128(b), or 5128(c) shall be made Grants.De a dli ne.
