Sec. 2. And be it further enacted, That the rate of pay of officers of Pay of DRYY the navy on the retired list and not on duty, nor retired on furlough pay, %§°;;§°:§2;°d in cases where such rate of pay has not heretofore been fixed by law, duty, &.c. shall be one half of the pay to which such officers would be entitled if on duty at sea.
