And if any other 320- person shall open, embezzle, or destroy any mail or package of newspapers not being directed to him, and he not being authorized to open or receive the same, he shall be punishable by a fine of not more than twenty dollars. And any person who shall take or steal any mail or packa e of newspapers from any post office, or from any person having cpstotg thereof, shall be imprisoned at hard labor for not more than t ree months.
