Nothing in this section shall extend to or be construed to agcet the person owning any vessel at the time of the seizure or ca ture of the same, or his executor or administrator, or shall prevent suclln owner or his executor or administrator, in ease he regain a property in such vessel, so condemned, by purchase or otherwise, from c aiming and reweiving an new register for the same, as he otherwise might have done. When any vessel., registered pursuant to any law of the Registry upon United States, shall, while she is without the limits of the llnited States, ¤*l•**¤l>¤>=¤<l- be sold or transferred in whole or in part to a citizen of the United N?
