The money hereby appropriated shall be disbursed under the supervision of the Commissioner of Education, and shall be regarded as a loan, to be hereafter reimbursed to the Treasury of the United States by the District of Columbia. _ G ¤¤ M e1 ex- To pay a portion of the general expenses of the District of Columbia, P°““"· to be expended by the commissioners of said District, seveniy-seven thousand seven hundred and sixty-nve dollars and eighty-six cents.
