Rnsr 35, 38, 39. 1880. 307 tennial anniversary of the battle of Cowpens, fought near Cherokee Ford in Spartanburg Conmty, in said State, and to have completed before that day an imposing memorial column in honor of the victors in that important and decisive engagement; and Whereas the governors and peoples of the °‘old thirteen States " are to be identified with the observance of this centennial event: Therefore Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That as a mark of the appreciation of the whole country for this patriotic undertaking, and as a token of recognition by the American people of the signal service rendered to the cause of independence by the heroic men who took part in this battle, the Secretary of War be, and he is hereby, authorized and directed to have made a bronze statue (heroic size and in the uniform of the ritle- eenomi Daniel man of the period) of General Daniel Morgan, the commander of the Morgan, bronze American forces in said battle, and cause the same to be delivered through ‘“‘“’“°· the governor of South Carolina to the Cowpens centennial committee in time to be placed in position upon said memorial column before the proposed commemoration; and the Secretary of the Treasury is hereby authorized and directed to pay, upon the warrant of the Secretary of War, out of any money in the Treasury not otherwise appropriated, the sum of twenty thousand dollars, or so much of said sum as may be nee- Appropriation. essary, to carry into etfect the purpose of this resolution.
