be, and is hereby appropriated for the purpose of increasing the height of the pedestal to the monument erected in honor of the late Admiral Farragut in the city of Washington, and which sum shall be expendied for said purpose under the orders and direction of the Secretary of the Navy. The Secretary of the Navy is hereby authorized to make use of such ordnance and other naval stores, now on hand for the appropriate ornamentation of said pedestal as may be required.
