For placing in the wall or dike six new openings for water-wheels, fifteen thousand dollars. _ · Water-power And the unexpended balance of the appropriation of fifty thousand P°°]· , dollars for developing and maintenance of said water-power under the 21 Stat., 267. act of June sixteenth, eighteen hundred and eighty, and the unexpended balance of fifty thousand dollars for continuing the improvement of the 21 Stat., An. water-power pool under the act of March third, eighteen hundred and eighty-one, are hereby reappropriated and made available for the pur- Produc. pose named in said acts: Provided, That no part of the said moneys U¤¤@i¤¤¤¤¤*`¤¤¤· hereby appropriated lor completing the said water·—power shall be ex- P°“‘l' ‘l“'° °f *P’ pended until detailed plans and specifications for actual work to be done, "°’“‘“°"· me estimated me of which Siam be wanna the sam appropriations, shall be prepared by the Secretary of War and assented to by the K¤li¤¤ W•¤¤¤‘- Moline WateriPower Company, with an agreement from said company P°"°"°°"‘P*"Y· that the expenditure of the sums hereby appropriated for continuing and completing the improvement of the water-power pool according to ~ such plans and specifications, and also the deepening of said canal to an avenge depth of at least three feet at its present width, and also the placing of six openings for water-wheels according to such plans and specifications, will be accepted by the Moline Water-Power Company in _ full discharge of the obligation of the United States to develop the I"'•’¤•°•· water-power; And provided further, That the certificate of the command- ‘ ing odiccr of the Bock Island Arsenal shall be conclusive evidence as to the required deepening of said canal and placing the said openings for water-wheels; And provided further, That before the expenditure of any part of the appropriations hereby made for deepening said canal and the placing of sui openings for watenwheels, said Moline Water· Power Company shall give to the Secretary of War satisfactory assurances and guarantees that it will complete the corresponding deepening , of the Tail Race above said canal at the same time the deepening of said canal shall be completed. The appropriations hereby made shall be available until the same, or so much thereof as may be necessary to comp’ete the work hereby provided for, shall be expended. , Rock Island For the Bock Island bridge as follows: bmp- _ For care and preservation of the Rock Island bridge, and expenses of maintaining and` operating the draw, nine thousand dollars. .
