Appropriation. Sec. 2. That for the purpose of enabling the Secretary of the Interior to carry out the provisions of the foregoing section the sum of one hundred thousand dollars, or so much thereof as may be necessary, be, and the same is hereby, appropriated out of any money in the Treasury 1’HM••· not otherwise appropriated: Provided however, That said sum shall be charged to the unpaid annuities stipulated to be paid to the said Sioux Indians under treaties, but abrogated and annulled by theact approved February sixteenth, eighteen hundred and sixty-three.
