Ch. 3:28. 1889. 773 District of Columbia, namely: Officers of the government of the District_of Columbia; judges and officers of the courts of the District of Columbia; officers who have held commissions in the Regular or Volunteer Army or Navy of the United States; officers who have served for a period of five years in the militia of the District of C0lumb1&-OP of any State of the United States; ministers of the gospels practicing physicians; conductors and engine-drivers of railrod . rains; members of the paid police and fire department. · Sec. 3. That the Commissioners of the District of Columbia shall A¤¤¤¤¤¤r¤¢¤·>¤;t»11. provide for the enrollment of the militia, and for this purpose may require the assessors of taxes, at the same time they are engaged in taking the assessment of valuation of real and personal propert , to make a list of persons liable to enrollment; and such record shall be deemed a sufficient notification to all persons whose name are thus recorded that they have been enrolled in the militia. Immediately after the completion of each enrollment they shall furnish the commanding-gleneral of the militia with acopy of the same. Sec. 4. hat the enrolled militia shall not be subject to any duty Duty- except when called into the service of the United States, or to aid the civil authorities in the execution of the laws or suppression of riots. ‘ Sec. 5. That whenever it shall benecessar · to call out any portion ordermgmmsemee. of the enrolled militia the commander—in-chief shall order out, b draft or otherwise, or accept as volunteers as maney as required? Ever member of the enrol ed militia who volunteers, or who is ordere; out or drafted under the provisions of this act, who does not appear at the time and place designated, may be arrested by order of t e commanding general and be tried and unished by a court-man tial. The portion of the enrolled militia ordiared out or accepted shall be mustered into service for such period as may be require , and the commanding general may assign them to existing organizations of the active mi itia, or may organize them as the exigencies of the occasion may require. Sec. 6. Thatthe President of the United States shall be the com- ¤·>mm¤¤d<—>r-in-chief. mander-in-chief of the militia of the District of Columbia. Sec. 7. That there shall be appointed and commissioned by the _¤f>¤¤m¤¤<1i¤g gen- President of the United States a commanding general of the militia °‘°‘ of the District of Columbia, with the rank of brigadier-general, who shall hold office until his successor is appointed and qualified, but may be removed at any time by the President. _ Sec. 8. That the sta of the militia of the District of Columbia Sw! omcers. shall be appointed and commissioned by the President. and hold office until tiheir successors are appointed and ualified, but may be removed at any time by the President. It shafll consist of one adjutant-general, with the rank of lieutenant-colonel; one inspectorgeneral, one quartermaster—general, one commissary-general, one chief of ordnance, one chief engineer, one surgeomgeneral, one judge-advocate-general, and one inspectongeneral of rifle practice, each with the rank of major; and four aids-de-camp, each with the rank of captain. The commanding general may appoint a non- t§t<j¤-¤¤mmi¤¤i¤¤¤d commissioned staff of the militia, to consist of one sergeant-major, ° one quartermaster-sergeant, one conimissarysergeant, one ordnance sergeant, two staff sergeants, one hospita steward, one color-sergeant, and one sergeant-bugler. Sec. 9.
