That all persons, railroad and telegra h companies, respectively, desiring to use said bridge shall have and, be entitled to equal rights and privileges in the passage over and the use of the same, and the approaches compemmsonr thereto, for a reasonable compensation, to be approved by the Interstate Commerce Commission as hereinafter determined, and to be paid to the North River Bridge Company, which is hereby duly grxgcilgv empowered to collect the same.
