Whereas an Act of Congress entitled “An Act to give eifect to the Preamble Award rendered by the Tmbunal of Arbitration at Paris, under the Treaty between the United States and Great Britain, concluded at **""~ P·"· Wasmugton, February 29, 1892, for the purpose of submitting to arbitranon certain questions concerning the preservation of the fur-seals/’ was approved April 6, 1894, and reads as follows: W’hereas the following articles of the award of the Tribunal of Arbitration con- _ Fur·»•sl regulastimted under the treatp concluded at Washington thehventy-ninth of February, *'°"“· eighteen hundred and n nety-two, between the United States of America and Het Majest the Queen of the United Kingdom of Great Britain and Ireland were delivered to thdegigents of the respective Governments on the fifteeuth day of August, eighteen hun and ninety three: Amxcu: 1. The Governments of the United Shins and Great Britain shall forbid their citizens and subjects respectively to kill, capture, or pumue at any time, and in any manner , whatever the animals commonly cal edfnr seals, within a zone of sixtymilesaround the Pribilov Island :, inclusive of the territorial waters. The miles mentioned in the preceding paragraph are geographical miles, of sixty to a degree of latitude. Anmcm 2. The two Governments shall forbid their citizens and subjects respectively to kill, ` eapture or pursue, in any manner whatever, during the season extending, each year, from the lint of May to the thirty-dnt of July, both inclusive the fur seals on the high sea, in the part of the Pacific Ocean, inclusive of the listing Sea, which is situnwd to the north of the thirty-fifth degree of north latitude, and eastward of the one hundred and eimidh degree of longitude from Greenwich till it strikes the water boundary descri in Article 1 o the Treaty of eighteen hundred and •ixty-seven between the United States and Russis, and following that line upto Bermgs Straits. Axrxcrs 3. During the period of time and in the waters in which the fur-seal fishing is allowed, only sailing vessels shall be permitted to carry on or take rt in fur-seal iishing operations. hwy will however be at liberty to avail themssces of the use of such canoes or undecked boats, propelled by paddles, oars, or sails, as are in common use as fishing boats. The masters of the vessels engaged in fur—sesl tishin shall enter aceuntelyin their oflicial log book the date and place of each fur·seal Eshing operation, and also the number and sex of the seals captured upon each day. The use of nets, firearms and explosives shall be forbidden in the fur-seal fishing. This restriction shall not apply to shotguns when such fishing takes place outside of Behriug Sea, during the season when it may be lawfully carried ou.
