That the sum of sixty-seven thousand two hundred and eight dollars and seventy-three cents is hereby appropriated, out of any money in the Treasury not otherwise appropriated, to pay the said certificates, with the interest thereon from the date of their issue, the same to be paid onehalf out of the revenues of District of Columbia. And the Ream Commissioners of the District of Columbia are directed to report to Congress at the beginning of its next regular session the amount of each of such certificates and the property against_ which they were _ assessed, and amethod of enforcmgtheir payment against such property.
