And the Commissioners of the District of Columbia are authorized to enter into contract for the portion of said sewer between the toot of New Jersey avenue and the Capitol Grounds at a cost not to exceed three hundred and eighty-tive thousand dollars, to be paid for from time to time as appropriations may be made by law.
