That said bridges shall be located and built under and sub~ ’ ject to such regulations for the security of navigation as the Secretary of War may prescribe; and to secure that object the said court of county commissioners shall submit for his examination designs and drawings of the bridges and maps of the locations, and until the said plans and locations are approved by him the bridges shall not be commenced or built; and should any changes be made in either of said briggeihbefore or aftzir ipmpletion, such changes shall be likewise subjec o e approva o t c Secretary of War.
