Be it enacted by the Senate and House of Representatives of the United _ Additwunl mnmpt States of America in Congress assembled, That there shall be in the {§{Q',"Q;,. ¥{§§'“ °‘“‘ northern judicial district of the State of Texas an additional district judge, who shall be appointed by the President, by and with the advice of the Senate, and shall possess the same qualifications and have the same power and jurisdiction now prescribed by law in respect to the present district judge therein.
