Aarioma X.——Ascc0~¢aénmcnzt of balance. 1. To ascertain the amount of the balance to be paid, the smaller bi;.scqr_¤iiiimoni of credit is to be converted into the money of the country which has the ” an"' larger credit. - 2. This conversion shall be made upon the basis that one rouble is equal to fifty-one and forty»six hundredths cents (51.46) and one dollar is equal to one rouble, ninety-four and thirty-three hundredths copecks (1 R. 94.33 cop). Anrioma XI.—-Payments cn account. Wheneve1·, during the course of a quarter, it is found that the Eigsgmsnts <>¤ M- amount of Orders drawn upon either of the two administrations exceeds °° ` by five thousand dollars, or ten thousand roubles, the amount of Orders drawn upon the other administration, the latter shall transmit to the former the approximate amount of the ascertained diference, in a round sum, as a payment on account, in the manner in which the payment of balances is to be effected (Art. IX, par. 3). ARTICLE XII.—O'0ndi2$i0ns of issue andpaymenaf. 1. The form, and the conditions of issue of Postal Money Orders in Conditions of issue each country are subject to the regulations in force in the country of and payment origin. , 2. The form, as well as the conditions of payment of Postal Money ` Orders, including those relating to the suspension of payment, the renewing of Orders, the issue of duplicates, and all other matters concerning payment, are subject to the regulations in force in the country of destination. ARTICLE XIII.——Suspcn.sicn of scawicc. 1. Each administration is authorized to suspend, temporarily, the _ suspension of Rewexchange of Money Orders, whenever the course of exchange or any I"` other circumstance may give rise to abuses or cause detriment to the revenues. 2. Notice of such action must be communicated immediately to the Nome. other administration, and, if deemed necessary, by means of the telegraph. ARTICLE XIV.——Dcz$av]Zed rcgulateions. The postal administrations of the two countries shall have power, naRnea RRgR1R- by mutual agreement, to arrange detailed regulations for the execution “°“S· of the plresent Convention, and to modify them at any time,·according to the requirements of the service. · ARTICLE XV.—Datc of taking cfcct. The present Convention shall take eifect on the nineteenth of March E**°°‘- (first of April), one thousand nine hundred.
