That when a board iinds that an officer is incapacitated for mQ$,‘,$§;‘f_,°f};,Y° "“"‘ active service, and that his incapacit is the result of an incident of service, or is due to the iniirmities og age, or physical or mental disability, and not his own vicious habits, and such decision is approved by the resident, he shall be retired from active service and placed upon a retired waiting-orders list. Officers thus retired may be assi ned ,,;f‘“**““‘°“‘ *° ““‘ to such duties as they may be able to perform, in the discretion of the Secretary of the Treasury. - Sec. 7. That when a board finds that an officer is incapacitated for R°"‘°"1"°' °‘““°* active service, and that such incapacity is the result of his own vicious habits and not due to any incident of service and its decision shall be approved the President, the officer shall be dropped from the service. _ mc. 8. hat when any commissioned officer is retired from active P'°“‘°“°'“* service, the next officer in rank shall be promoted according to the established rules of the service, and the same rule of promotion shall be applied successively to the vacancies consequent upon such retirement: Provided, That all promotions shall be subject to examination §,";%°;,,,,i0,,,_ to determine the rofessional qualifications of the candidates, and such examination shali)be wholly written before a board of officers of the Revenue—Cutter Service, and their physical qualifications shall be reported upon by a board of medical officers of the Marine-Hospital Service; and such board shall be convened by the Secretary of the Treasury whenever the exigr ucies of the service require. _ Sec. 9. That the character of the equipments and appliances of the E°°`°m°°°°‘ °°° station and the station building shal be determined by the General Superintendent of the Life—Saving Service.
