Sec. 3. That the` Secrets? of War and the Secretary of the Navy ,,,Ig“°"*°'°'”“‘€“’ be, and they are hereby, authorized to loan to (Juno H. Rudolph, chairman of the subcommittee in charge of street decorations, or his successor in said office, for the purpose of decorating the streets of the city of Washington, District of Columbia, on the occasion of the encampment of the Grand Army of the Republic in the month of October, nineteen hundred and two, such of the nited States ensigns, Bags (except battle Bags), signal numbers, and so forth, belonging to the Government of the United States, as in their judgment may be spared and are not in use by the Government at the time of the encampment. The loan of the _ said ensigns, Bags, signal numbers, and so forth, to said chairman shall not take place prior to the twenty-ninth day of September and shall be retiurned by him by the fifteenth day of October, nineteen hundred an two. ~ Sec. 4. That for the rotection and return of said ensigns, Bags, B°"d· signal numbers, and so fldrth, the said Cuno H. Rudolph, or his successor in oBice, shall execute and deliver to the President of the United States, or to such officer as he may designate, a satisfactory bond in the penalty of Bfty thousand dollars, to secure just payment for any loss or damage to said ensigns, Bags, and signal numbers not necessarily incident to the use specified. _ Sm. 5. That the Secretary of War is hereby authorized to grant MER °f '°”"°"°“°* permits to the citizens’ executive committee for the entertainment of the Grand Army of the Republic for the use of any reservation or other public spaces in the city of Vlfashington on the occasion of the thirgy-sixth national encam ment in the month of October, nineteen hun md and two, which, in his opinion, will inBict no serious or permanent injuries upon such reservations or public spaces, or statuary therein; and the Commissioners of the District of Columbia may designate for such and other urposes on the occasion aforesaid suc streets, avenues, and sidewalgs m said cit of Washington as they Q_ may deem proper and necessary: Provided? lwwever, That all stan s Rdidiibac. or platforms that may be erected on the public spaces aforesaid, shall be under the supervision of the said citizens’ executive committee and in accordance with plans and designs to be approved by the Architect of the Capitol, the commissioner of public busdings and grounds, and the buildin inspector of the District of Columbia. Sec. 6. That the Secretary of War is hereby authorized to loan to °°‘“°' ""“"· °‘°‘ Doctor D. Percy Hickling, chairman of the me ical department of the Thirty-sixth National Encampment of the Grand Army of the Republic, or his successor in said office, for the purgpose of caring for the sick, injured, and infirm on the occasion of e encampment of the Grand Army of the Republic in themonth of October, nineteen hundred and two, such hospital tents and camp appliances and other necessaries, hospital furniture, and utensils of all escriptions, ambulances, horses, drivers, stretchers, and Red Cross Bags and poles belonging to the Government of the United States as in his judgment may be spared and are not in use by the Government at the time of the encamp- _ ment: Bmdded, That the said Doctor D.
