That the Secretary of the Interior be, and is hereby, author- L°”°°*°“°¤·°*°· ized, in the exercise of his discretion, to rent or lease, under rules and regulations to be made by him, the cavern underlying] the abovedescribed lands, and also pieces and parcels of ground wit in said park for the erection of such buildings as may be required for the accommodation of visitors. That all funds arising from such rentals or leases shall be V¤¤ ¤ff¤¤¤¤· covered into the Treasury of the United States as a special fund to be expended in the care an improvement of said park.
