April, 1901, by the Plenipotentiary of the Government of Mexico; on the 11th. day of May, 1901, by the Plenipotentiary of the Government of Servia, and on the 12th. day of July, 1901, by the Plenipotentiary of the Government of Luxembourg: 1··m1¤mu¤¤. Now therefore, be it known that I, Theodore Roosevelt President _ of the United States of America, have caused the said Gonvention, with its Article X excluded, to be made public, to the end that the same and ever clause thereof, may be observed and fulfilled with good faith by the United States and the citizens thereof, _ In witness whereof, I have hereunto set my hand and caused the seal of the United States to be affixed.
