That the said bridge shall be so kept and managed as to offor reasonable and progor means for tho passage of vessels and other craft i.igm,em. through or under the same; and for tho safety of vessels passing at night there shall be displayed on said bridge from sunset to sunrise, at tha expense of the owners thereof, such lights or other signals as the Light-House Boarcli may nrescribo. And any changes in said bridge which the Secretary of Var may at any time doom necessary, and order in the interests of navigation, shall be made by tho owners thereof at their own expense. uéfime vi construe- Sec. 4.
