The reports of the special examiners of the Bureau of C§t‘;P°°“°” °* ’°‘ Pensions shall be open to inspection and copy by the applicant or his P ` attorney, under such rules and regulations as the Secretary of the Interior may prescribe: And p1·0videdfurtbm·, That no pension attor— €,f°“”i°“ ““°"“°”· ney, claim agent, or other person shall be entitled to receive any com- I pensation for services rendered in securing the introduction of a bill or the passage thereof through Congress granting pension or increase of pension; and any person who shall, directly or indirectly, contract ,,,§"’“,,’}Q" QQ; §f*,§°Q;j for, demand, receive, or retain any compensation for such services ¤}¤ri¤e¤1¥¤¢i¤¤ 1¤gi¤!¤· shall be deemed guilty of an offense, and upon conviction thereof mm` shall, for each and every such offense, be lined not exceeding five hundred dollars or imprisoned not exceeding two years, or both, in the discretion of the court. _ For salaries of eighteen agents for the payment of pensions, at four A“°““" “1“““‘ thousand dollars each, seventy-two thousand dollars. _ Provided, That the Secretary of the Interior shall make inquiry and c,§fd“°“°“ °* “g"“‘ report to Congress at the beginning of its next regular session the R¤1><>r¢ <>¤· effect of a reduction of the present pension agencies to one such agency upon the economic execution of the pension laws, the prompt and efficient payment of pensioners, and the inconvenience to pensioners, if 1, d ti f any, which would result from such reduction. This rovision shall m23E1g_1 ° °° ° not be construed as interfering with or limiting the right or power of the President under existing law in respect to reduction or consolidation of existing pension agencies. _ For clerk hire, and other services, in the pension agencies, four hun- Cmk 1“"*· dred and thirty-five thousand dollars: Provided, That the amount of m0me¤,_ clerk hire, and other services, for each agency, shall be apportioned as nearly as practicable in proportion to the number of pensioners paid at each agency and the salaries paid shall be subject to the approval of the Secretary of the Interior.
