That before any part of this appropriation is paid, as hereinbefore provided, the said Jamestown Exposition Company shall execute, to the satisfaction of the Secretary of the T reasury. an instrument in writing giving and securin to the Government a iirst lien upon its said gross receipts, and; said exposition company shall at the same time guarantee to the said Government, un er suitable penalties, that th; said gm? receipts are phen entirely frsie (from liens, mortgages, or ot er incum rances, and t at it will not p e ge or in any way encumber or dispose of the said receipts so as to injure or affect the right of the Government to first receive therefrom the amount to be returned ¤¤¢*¤<>¤<>iP•¤'¤¤*¤*· to the Treasury, as herein provided. ’1`he said Jamestown Exposition Company shall repay into the Treasury of the United States the said sum of one million dollars, as follows: On the thirty-iirst day of May, nineteen hundred and seven, said Jamestown Exposition Company shall report to the Secretary of the Treasury in detail the total amount of all said gross receipts received by said company from April twenty-
