That twenty-three thousand dollars, or so much thereof as }}‘,§‘{,'§d'*Z}#"°° °‘ pw may be necessary, payable from any money in the Treasury not otherwise appropriated and from the revenues of the District of Columbia in equa parts, is hereby appropriated to enable the Commissioners of the District of Columbia to maintain public order and rotect life and propertéy in said District from the twenty-eighth of Blebruar to · the tent o March, nineteen hundred and nine, both inclusive. Said Commissioners are hereby authorized and directed to make all reasonaeguuuom. able regulations necessaréy to secure such preservation of public order and protection of life an property and fixing fares by puhlic convey- ance, and to make special regulations respecting the standin , movements, and operating of vehicles of whatever character or kind durin said period. Such regulations shall be in force one week prior to said inauguration, during said inauguration, and one week subsequent rutrmnon. thereto, and shall be published in one or more of the daily newspapers published in the District of Columbia; and no nalt prescribed for the violation of any of such regulations shall hg enfbrced until five days after such publication. Any person vioiating any of such regulations shall be liable for each such offense to a fine not to exceed one P¤¤¤1¤v- hundred dollars, in the police court of said District, and in default of payment thereof to imprisonment in the workhouse of said District for not longer than sixty yi.
