Thg;1-p ropriations herein made for the officers clerks, and g_§Q,,}’°{,c:°mdP°{_mt:d· persons employed) in the public service shall not be available for the persons compensation of any persons incapacitated otherwise than temporaril for performing such service, and the heads of departments shallycause this provision to be enforced. Sec. 4. When estimates hereafter transmitted to the Treasury for ,°£*{:;¤*tg¤,:‘g¤,;¤pé submission to Congress do not in form and arrangement comply with reimngee. the provisions of section four of the legislative, executive, and 'udicral appropriation Act approved June twenty-second, nineteen V<>*·8*·P~*4¤· hundred and six, they shall, under direction of the Secretary of the Treasnuy, be rearranged so as to comply with said requirements of law.
