That the Secretary of War is authorized to provide for Pnrticirntion in participation by any part of the organized militia of any State, Terri- Al§i§Q'li,°f$ilE`Qi°u$3,°1l$3 tory, or the District of Columbia, on the request of the governor of a °dd°d· State or Territor , or the commanding-general of the militia of the District of Columbia, in the encampments, maneuvers, and Held instruction of any part of the Regular Army, at or near any military post or camp or lake or sea-coast defenses of the United States. ln such case 1’¤Y· the organized militia so participating shall receive the same Hpay, sub- ` sistence, and transportation as is provided by law for the 0 cers and men of the Regular Army, and no part of the sums appropriated for m;}l;g*0{w¤gg'lfs1;,§** the support of the Regular Army shall be used to pay any part of the ` expenses of the organized militia of any State or Territory or the District of Columbia, while engaged in joint encampnneuts, maneuvers, _ and Held instruction of the Regular Army and militia: Provided, That §gg”g·}",f,,mm, suc, the Secretary of \¢Var is authorized, under requisition of the governor mem ¥0$¤1¤¤¤. ewof a State or Territory or the commanding-general of the militia of the District of Columbia, to pay to the quartermaster-ge neral, or such other officer of the militia as may be duly designated and appointed for the purpose, so much of its allotment, under the annual appropriation authorized by section sixteen hundred and sixty-one, Revised Statutes, {$§j·§°,f°,%1’·2°°· as amended, as shall be necessary for the payment, subsistence, trans- i portation, and other expenses of such portion of the organized militia as may engagle in encampments, maneuvers, and Held instruction with any part of the Regular Army at or near any military st or camp or lake or sea—coast defenses of the United States, and th; Secretary of pe@°“‘ °’ °" War shall forward to Congress, at each session next after said encamp— ments, a detailed statement of the expense of such encampments and maneuvers: Provided, That the command of such military post or cam ¤cI§$*'{‘§‘§,,{{,P‘{,0$ and the omeers and troops of the United States there stationed shall ¤¤¤¤¤· remain with the regular commander of the post without regard to the rank of the commanding or other officers of the militia temporarily so
