WHEREAS it Xrovided in the Act of Congress approved August ,,,'§§Q°p$§d]?,§,*§PE“* 5, 1909, entitled n Act To provide revenue, equalize duties and Ewbigi encouxage the industries of the United States, and for other pur- ’p' poses —-— That from and after the thirty-tirst_day of March, nineteen hundred and ten, except as otherwise specially provided for in this section, there shall be levied, collected and paid on all articles when imported from any foreign country into the United States, or into ani; of its possessions (except the P ilippine Islands and the islands of Guam and Tutu` ), the rates of duty prescribed by the schedules and paragraphs of the dutrable list of section one of this Act, and in addition thereto twenty-five per centum ad valorem; which rates shall constitute the maximum tariff of the United States: Promlkd, That whenever, after the thirty-first day of March, nineteen hundred and ten, and so long thereafter as the President shall be satisfied, in view of the character of the concessions granted by the minimum tariff of the United States, that the gpvernénent of any foreign counsry impplses no tparms or restrictions, either in the way tari rat or revisions, tra e or other regu tions, barges, e f , or 1 gther mannlg, diiiectly or indirectty, upon the importation into Ziiiligngale iuusiildlli foreign country of any agricultura , manufactured, or other product of the United States, which unduly discriminate against the United States or the products thereof, and that such foreign cormtry pays no export bounty or imgoses no export duty or prohibition upon the exportation of any article to the nited tates which unduly discriminates against the mted States or the products thereof, and that such foreign country accords to the agricultural, manufactured, or other products of the United States treatment which is reciprocal and equivalent, thereupon and thereafter, upon proclamation to this effect by the President of the United States, all articles_w en imported into the United States, or any_ of its possess1orm_ (except the Phrlrppme Islands and the mlands of Guam and Tuturla), from such foreign country shall, except as oiilpergdsesherein providmbgsiebadmitted undo; tlhe Karma o the minimum tariff of the ni tates as prescri y section one o t is ct.
