PROCLAMATIONS, 1910. 2699 Br rim PRESIDENT or me Uxrrnn Srrarns or Amnmoa *‘°Y2°v““°· A PROCLAMATION WHEREAS an Executive Order dated June thirteenth, nineteen FQ;·t¤¢i¤¤ N¤¤¤¤¤i hxmdred and eight, directed that the Heppner National Forest and ‘i·mtiiif».° a certain portion of the Blue Mountains National Forest should constitute the Umatilla National Forest; and WHEREAS it apgears that the public good will be promoted by excluding from the matilla National Forest certain lands within the State of Oregon; Now, therefore, I, William H. Taft, President of the United States AM ¤*¤¤i¤i¤¤¤¤· of America, by virtue of the power in me vested by the Act of Congress aipproved June fourth, eighteen hundred and ninety-seven, entitle ‘An Act Making appropriations for sundry civil expenses of V°¤·¤>»P·$· the Government for the fiscal ear ending June thirtieth, eighteen hundred and ninety-eight, and for other purposes," do proclaim that the boundaries of the gllmatilla National Forest are hereby changed and ghat they are now as shown on the diagram forming a part ereo . · This proclamation shall not prevent the settlement and entry of A¤*°¤”¤¤*'*°¤d¤~ any lands heretofore opened to settlement and entry under the Act of Con ess a proved June eleventh, nineteen hundred and six, entitledgll‘An Xct To provide for the entry of Agricultural lands v°l·3*»P•2¤·· within forest reserves} The lands hereby excluded from the Umatilla National Forest p,f,f§“’dmn,,"?°,,_“‘“ ‘° _ which are not embraced in withdrawals for administrative sites for use in the management of the Forest, or in any other reservation or appropriation, s all be restored to the public domain and become ` sulliject to settlement under the general rovisions of the homestead laws on such date and after such notice by ublication as the Secretary of the Interior may prescribe, but shall not become subject to entry, filing selection, or other form of appropriation until the expiration of thirty days from the date so fixed, and no person will be permitted to gain or exercise any right whatever under an sett ement or occupation begun prior to such date, and all such settlement and occupation are hereby forbidden. It is not intended by this proclamation to release any land from ·*'°°°“°°‘°“· reservation except the areas indicated on the diagram as eliminated, nor to reserve any land not heretofore embraced in a National Forest.
