That all moneys derived from and collected for liquor anctrpnrmtmmtsio licenses, occuization or trade licenses outside of the incolglrpgmted $§“‘“‘° *1**** towns in the erritory of Alaska, shall be deposited in the usury Department of the United States, there to remain as a. separate and um. distinct fund, to be known as the ‘Ala.ska fund,’ and to be wholly devoted to the purposes herei11a.fter stated in the Territory of Alaska.
