Ch. 160. 1917. 1045 All per diem emplo ees and da laborers of the District of Colum ‘*°“¤*Y¤ **- who have been regulgrly employgd for fifteen working da next pl;-a lr$`§•ptii“m m` ceding such days as are egalllrohdays in the District of Coliimbia, and whose employment continues through and be ond said le al holidays, shall be granted leave of absence with pay for sa.id lege.? holidays. h The commissioners are further authorized to emplo temporarily ewlimwq NN"' such laborers, skilled laborers, drivers, hostlers, and mechanics as may be required exclusively in connection with sewer, street, and road work, and street cleaning, or the construction and repair of buildings and bridges, furniture and equipments, or an general or special engmeering or construction or repair work, and to incur all necessary engineering and other expenses, exclusive of personal services, incrdental to carrying on suc work aud necessary for the proper execution thereof, said laborers, skilled laborers, drivers, hostlers, and mechanics to be employed to perform such work as may not be required by law to be done under contract, and to pa for such services and expenses from the appropriations under whrcli such services are rendered and expenses mcurred. ~ ‘ Sec. 3. That all horses, harness, horse—drawn vehicles necessary rr¤¤¤,vamu¤¤,aa for use in connection with construction and supervision of sewer, ,,§§’° street, street lighting road work, and street·cleamng work, including ¤·#¤·*¤¢· maintenance o said horses and ham as and maintenance and repair of said vehicles and purchase of allnecessary articles and su lies in connection therewith, or on construction and repair of and bridgles, or any general or special or construction work authorized by appropriations, may dpurc ased, hired, and maintained exclusively to carry into effect said appropriations, when specifically and in writing ordered by the commissioners; and all such expenditures necessary for the [Lroper execution of said work, exclusive of personal services, shall e paid from and equitably charged ‘ against the sums appropriated for said work; and the commissioners R·v¤¤»¤*¤· in the annual estimates shall report the number of horses, vehicles, and harness purchased, and horses and vehicles hired, and the sums paid for same, and out of what zplpropriation; and a.ll horses owned or maintained by the District sh , so far as may be practicable, bo provided for in stables owned or operated by said District: Provided, §§°,,'{"";,_,, ,,0,, ,,,, hat such horses, horse—drawn vehicles, an carts as may be tempo- ¤==<¤·‘•l?¤¤·· rarily needed for hauling and excavating material in connection with works authorized by appropriations may be temporarily employed for such urposes under the conditions named in section two of this Act relation to the employment of laborers, skilled laborers, and mec amos.
