Said commission shall submit its report and recommends- R°°°"’°°° tions as early as possible, and, in any event, y the second Monday in January, 1920, and the members of such commission shall receive C"'¤P°”¤“°¤· a compensation at the rate of $625 per month, unless they are receiving other compensation from the Government. Vacancies occurring in the membership of the commission shall be filled in the same manner as the or' al appointments. It shall be theldlilty o the commixion to investigate the rates of Dm"` compensation paid to civilian employees by the municipal government and the various executive departments and other governmental establishments in the District of Columbia, except the navy yard and the Postal Service, and report by bill or otherwise, as soon as practicable, what reclassification and readjustment of compensation should be made so as to provide uniform and e uitable pa for the same character of employment throughout the(lDistrict oiy Colurnbia. in the services enumerated. _ The commimion is authorized to sit during the sessions or recess "°°h°"°" of Congress, to send for persons and papers, to administer oaths, to summon and compel the attendance of witnesses, and to employ such personal services and incur such expenses as may be necessary to carry out the purposes of this section. The heads of the various governmental services and the Com- e»ii’:g$i°rti1`iiiriri1l>lnlZ missioners of the District of Columbia shall furnish office space and °*¤*¤· equipment, detail officers and employees, furnish data and information, and make investigations whenever requested by the commission in connection with the purposes of this section. For payment of the expenses authorized to be incurred, there is ,,tQ,,*;,*’f°*"‘°"°°'°'°"‘ appropriated $25,000, or so much thereof as may be necessary, to be available immediately and to be disbursed upon vouchers approved by the commission; which approval shall be conclusive upon the accounting officers of the Treasury_Department. _ _ _ _ Sec. 10. Public Buildings Comrmssionz With a view to the control C,,§,'},,‘§j,},,§,,_*’“”‘*‘“**’ and allotment of slpace in owned or leased Government buildings in ¤¤v¤i¤¤- the District of Co umbia, a Public Buildings Commission is hereby ' created to be composed of two Senators to be appointed by the President of the Senate and two Members of the ouse of Representatives to be appointed by the Speaker, who shall serve thereon only so long as the are Members of Con s, and the Superintendent of the Capitol Building and Grounds, tilgsofficer in charge of ublic buildings and grounds, and the Supervising Architect or the Xctinv Superwsing Architect of the Treasury during any vacancy in said office. Said commission shall elect one of its members as chairman E‘P°"’°"‘°°“· of the commission and is authorized to employ such expert clerical or other services as it may deem necessary. Any vacancies in said commission shall be filled in the same manner V°°°”"i°’· as the original appointments were made.
