III. cH. er. 1919. 1301 day; and he may authorize the incidental, miscellaneous, and contingent expenses necessary for the carrying out of this Act, as herein provided, and not otherwise, including advertising in newspapers, the purchase of manuscripts, books of reference, and periodicals, the rental of sumcient qgarters in the District of Columbia and elsewhere and the furnishing thereof, and expenditures necessary for compiling, printing, publishing, and distributing the results of the census, the purchase of necessary paper and other supplies, the purchase, rental, exchange, construction, and repair of mechanical a pliances, the compensation of such permanent and temporary clerlis as may be employed under the provisions of this Act and the Act establishing the permanent Census Omce and Acts amendator thereof or supplemental thereto, and all other expenses incurredliunder authority conveyed in this Act. _ _ Sec. 28.
