Whenever the commissioner shall have reason to believe that an allowance has been improperly made or that the conditions have changed, he shall investigate or reinvestigate and may modify the award. This compensation shall be payable for the death of but one child, and no compensation for the death of a child shall be ayable if such widowed mother is in receipt of compensation under the provisions of this article for the death of her husband.
