Interior, in the administration of the Act of June nine, nineteen oi§§imLlE$°i§iii$iiili?i hundred and sixteen, entitled "An Act to alter and amend an Act §,;“,’g°0vf?¤·;j1; with pnentitled ‘An Act granting lands to aid in the construction of a railroad $01- 39, pfm. and tele raph line from the Central Pacific Railroad, in California, to vgiZ iijgfikei, Portland, in Oregon,’ approved July twenty;-fifth, eighteen hundred and sixty-six, as amende by the_Acts of cig teen hundred and sixty- eight and eighteen hundred and sixty-nine, and to alter and amend an Act entitle ‘A.n Act ianting lands to aid in the construction of a railroad and telegraphIine from Portland to Astoria and McMinnville, in the State of Oregon} approved May fourth, eighteen hundred and seventy, and for other purposs” (Thirty-ninth Statutes at Large, p e two hundred and eighteen), is hereby authorized and empowered, inattliis discretion, to exchange lands formerly embraced within the grant to the Oregon and California Railroad Company and revested in the United States by said Act for other lands of approximately equal aggregate 'value held in private ownership, either within or contiguous to the former limits of said grant, when by such action he will be enabled thereby advantageously to consolidate the holdings of timber lands by the United States: Provided, That all lands and G, mmm timber secured by virtue of such exchange shall be disposed of in l¤¤d¤.¤tc. accordance with the terms and {provisions of said Act of revestment. Res., N0. 31.] Whereas by reason of the existence of a state of war, it is essential to mile! €¤l¤¤¤b¤· the national security and defense, and for the successful prose- °' cution of the war, to establish governmental control and assure adequate regulation of real estate in the District of Columbia for and during the period hereinafter set forth: Therefore be it Resolved by the Senate and House of Regrresentatives of the United States of America in Congress assembled, That until a treag of peace §§§,2{’c§?§§°$,',{°gc;,m_ shall have been definitely concluded between the United tates and gpljggy es<g£g<»g1¤;;rj¤; the Imperial German Government, imless in the meantime otherwise oemig the war, etc. provided b Congress, no judicial order, decree, or judgment for the recovery ofy possession of any real estate in the District of Columbia, now or hereafter held or acqluired by oral or Written agreement of lease for one month or any onger period, or for the ejectment or Cwdwm dispossession of a tenant therefrom, shall be made, and all leases ' thereof shall continue so long as the tenant continues to pay rent at the agreed rate and performs the other conditions of the tenancy which are not inconsistent herewith, unless the tenant has committed waste, or has been guilty on the premises of conduct which constitutes a nuisance or a breach of t c peace, or other misdemeanor or crime, or that the premises are necessarily required by a landlord or bona fide purchaser for occupation either by himself or his wife, children, or dependents while he is in the employ of or officially connected with any branch of the Government, or where the property has been sold to a bona fide purchaser for his own occul1246O°—voL 40-—1>·r 1--38
