E=¤¤¤¤v¤- nousmo ron wan Nrzmns. ¤.§fL`TSi”g ’°' w" For earring out the provisions of the Act entitled "An Act to ¤bi¥irf¢°•i§°g§s§éaf§3ii£ authorize the resident to provide housing for war needs," approved L°}?;,,,,,,_ 5,,, May sixteenth, nineteen hundred and eighteen, including rental of PM P- 821- offices in the District of Columbia, contipgent and miscellaneous expenses, printing and binding, and person services in the District of Columbia and elsewhere, $60,000,000, to continue available during the fiscal year nineteen hundred and nineteen. Section seven of the Act entitled ‘ ‘An Act to authorize the President j‘Z,‘}§$'{,‘f‘§§’§f·,m,,,d_ to provide housing for war needs," approved Ma sixteenth, nineteen ML hundred and eighteen, is amended to read as follows: MSec. 7. That no work to be done or contract to be made under or ,g‘j°,,‘£’g‘}f,*}.{’,§‘,{j,°g,‘j°”*‘ by authority of any provision of this Act shall be done or made on or ` under a percentage or costéplus percentage basis, nor shall any contract be et involving more an $1,000 until at least three responsible ,,§,§§f '°‘ "°'* °'°‘ competing contractors shall have been notined and consi ered in connection with such contract, and all contracts to be awarded to the lowest responsible bidder, the Government reserving the right to reject any and all bids." The President, if in his judgment such action is deemed necessary ,,,g°§,{*,§}§°,‘j§f°”**°“ or advantageous, may authorize the creation of a corporation or corporations for the purpose of carrying out the Act entitled "An A”“’P‘°°°‘ Act to authorize the President to provide housing for war needs," approved May sixteenth, nineteen undred and eighteen, such corporation or corporations to have or obtain all powers necessary or ca appropriate therefor. The total capital stock o the corporation or pi°°m°°k‘ corporations authorized hereunder shall not exceed $60,000,000: P _ Provided, That where such corporation or corporations are created U§'{L’§"gtms to b, by authority of the President, representatives appointed by the S°§,;’,‘{gf1gy0,agm President, or by such agengyl as he may designate to carry out the y` purppses of the said Act, sh subscribe to, own, and vote the capital stoc thereof for and on behalf of the United States, and shall do all other thirggs in regard thereto necessary to protect the interests of the Unite States and to carry out the provisions of the said Act: Provided further, That section six hundred and five of the Code of p,,l?,$,*§}{’g§";,§°‘§§§§§;’};$ the District of Columbia prohibiting a corporation from buying, sell- °'$g{¤$¤*¤·m ing or dealing in real estate shall not apply to such corporation or- 'p' ' corporations so created or designated, wrt respect to buying, selling or dealing in real estate in furtherance of the Apgovisions of the sai Act: Provided further, That the Act entitled “Act to amend sec- i N‘;{,}*“S°‘°**¢¤°*d- tion five hundred and fifty-two of the Code of Laws for the District ni?<»1.é:··., p. ssc. of Columbia, relating to incorp1orations," approved February foiu·th, nineteen hundred and five, s all not app y to any corporation or co orations created under the authority contained in this paragraph.
