WHEREAS Congress has enacted and the President has, on the ,,,§§€“§,”,§{f’” '°‘ “°' 20th day of May, one thousand nine hundred and eighteen, approved P¤¤¤=N°· the following Public Resolutioun: · Resolved by the Senate and House o Representatives o the United I I States of America in Congress assemfled, That duringfthe present lrtirep, emergency all male persons citizens of the United States, and all zlggggygggwg male persons residing in the {United States, who have, since the fifth mzlsm. ’ day of June, nineteen_hundred and seventeen, and on or before the day set for the registration by proclamation by the President, attained the age of twenty-oneyea1s,-shall be subject to registration in accordance with regulations to be by the President, and that u n proclamation by the Presr ent,stat1ng the time and place mmpuu. of sucliioregistration, 1t shall be the duty or all such rscns, except such persons as are exempt from registration `under EZ Act of May eighteenth, nineteen hun ed and seventeen, and an Act or Acts amendatorgr thereof, to present themselves for and sul>mit to registration un er the provisions of said Act approved May eighteenth, nineteen hundred and seventeen, and they shall be re tered in the same manner and subject to the same requirements anglliabilities as those previously registered under the terms of said Act: Promkied w§,°§"f,§{}’ °° “° b°°' That those persons registered nmder the provisions of this Act shall be placed at the bottom of the list of those liable for military service, in the several classes to which they are assigned, under suc rules and regulations as the President may prescribe. Sec. 2.
