License for operation.——·A person, company, or - corporation within the jurisdiction ot the United States shall ‘ · i _~not use or operate any apparatus for radio communication as a means oi commercial intercourse among the several States, or with foreign nations, or iupon any vessel of the United States engaged in interstate or foreign commerce, or for the transmission ot radiograms or signals the effect of yvhlch extends bet youd the jurisdiction of the State or Territory in which the same are madeyor where interference would be caused thereby with the receipt ot- messages or signals from beyond the jurisdiction ot the said State or Territory, except under and in l accordance with a license, revocable for cause, in that behalf ` granted by the Secretary of-Commerce upon application therefor; but nothing ·in sections 51. to 60 ot this title shall belconstrued to apply to the transmission and exchange ot radiograms or signals between points situated in the same State: Provided; TThat the effect thereof shall not extend beyond the jurisdiction
