Public instruction; superintendent. of public instruction.—The Governor ot Alaska shall be ex olllcio superintendent of public instruction in the Territory, and as such shall have supervision end direction of the public schools in said Territoi·y and shall prescribe rules and regulations for the examination and qual`iiicnti_on of teachers, and shall make an annual` repost of the condition of the schools ln the Territory to the · Secretary 0£_ thB•I11t€1‘l01°. ·(Jan. 27, 1905, c. 277, § 3, 33 Stat. 617.) ~. ~ _ ‘_ `. 162.
