Be it enacted by the Senate and House of Representatives of the United States of America in Oongress assembled, That the Secretary $§“°’§{’{,,‘§"},§}*’,,,,. of the Treasury be, and he is hereby, authorized and directed to (pay, ¤°¤¤mi¤¤°¤ W smt- out of any money in the Treasury not otherwise appropriate , to _ Agnes De J ardins, sister and legally appointed guardian of Mary {lynch, the sum of $10,000, for an irgury sustained bg her sister ary, who, on October 4, 1918, resi ed at Morgan each, New Jersey, and who, as a result of an eiplosion of trinitrotoluol that occurred in the ordnance depot at organ, New Jersey, was so frightened and shocked by t e explosion and concussion, and the exposure to the elements immediately thereafter that she lost her reason and has since been confined in insane asylums: Provided, That {7g•'§gg{;,m on mw no art of the amount of any item appropriated in this bill in excess ¤¤y’¤f¤¤¤- of E500 shall be paid or delivered to or received by any agent or a nts, attorney or attorneys, on account of services rendered or adiances made in connection with said claim: Provikled, That it ¤¤¤~;¤g1¤}gw£¤¤¤ shall be 1mlawful for any agent or agents, attorney or attorneys, to °m°°° ' exact, collect, withhold, or receive any sum or sums which in the aggregate exceed $500 on account of services rendered or advances made in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisions of this Act P°‘““"°""°1°“°"· shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be lined in any sum not exceeding $1,000.
