A PROCLAMATION.

WHEREAS a treaty between the United States of America and Rumania, providing for the mutual extradition of fugitives from justice, was concluded and signed by their respective Plenipotentiaries at Bucharest on the twenty-third day of July, one thousand ninehundred and twenty-four, the original of which treaty, being in the English and French languages, is word for word as follows:
