The dir ector shall deter- mine the amount of the monthly premium necessary to cover the benefits of this section, and such monthly premium must be paid by the insured under the same terms and condit ions as the regular monthly premium on his insurance contract ." SEC. 17. That section 305 of the World War Veterans' Act, 1924, as amended (section 516, title 38, United States Code), is amended by striking out the period at the end thereof and inserting a colon and the following : "Provided further, That compensation which is uncollectible by reason of the provisions of section 310 of the War Risk Insurance Act, as amended, or section 210 of the World War Veterans' Act, 1924, as amended, shall be considered as uncollected co mpensa tion f or the purpo ses of this section ." Approved, May 29, 1928 . CHAP. 876.- An Act To amend the Foreign Service Buildings Act, 1926 . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 1 of the Foreign Service Buildings Act, 1926, is amended to read as follows "That the Secretary of State is empowered, subject to the direction of the commis sion h ereina fter e stabli shed, t o acqu ire by purch ase or construction in the manner hereinafter provided, within the limits of appropriations made pursuant to this Act, or by exchange, in whole or in part, under such terms and conditions as in the judgment of the commission may best protect the interests of the United States, of any building or grounds of the United States in foreign countries and under the jurisdiction and control of the Secretary of State, sites a nd bui ldings in fo reign capita ls and in oth er for eign c ities, and to alter, repair, and furnish such buildings for the use of .the diplomatic and consular establishments of the United States, or for the purpose of consolidating, to the extent deemed advisable by the commission, within one or more buildings, the embassies, legation, co nsulat es, an d othe r agen cies of the United States Gover nment there ma intain ed, wh ich bu ilding s shal l be a ppropri ately design ated b y the commission, and the space in which shall be allotted by the Secretary of State under the direction of the commission among the several agencies of the United States Government ." Section 2 of such Act is amended by adding at the end thereof a new su bdivis ion to read as fol lows "(b) The commission may appoint, without regard to the civil se rvice laws o r regu lation s, and fix c ompensa tion o f, wit hout r egard to the Classification Act of 1923, as amended, such clerical and other assistants at the seat of government as the commission deems necessary .
