Refunding taxes illegally collected: For refunding taxes illegally or erroneously collected, as provided by law, including the payment of claims for the fiscal year 1930 and prior years, $130,000,000: Provided, That a report shall be made to Congress by internal- revenue districts and alphabetically arranged of all disbursements hereunder in excess of $500 as required by section 3 of the Act of May 29, 1928 (45 Stat ., p . 996), including the names of all persons and corporations to whom such payments are made, together with the amount paid to each . BUREAU OF PROHIBITION For ex penses to en force the pr ovisio ns of t he Nat ional Prohib ition Act, as amended, and the Act entitled "An Act to provide for the registration of, with collectors of internal revenue, and to impose a spe cial t ax upo n, all perso ns who produ ce, imp ort, m anufac ture, com- pound . deal in, dispense, sell, distribute, or give away opium or cocoa leaves, their salts, derivaties, or preparations, and for other purposes," approved December 17, 1914 (U . S. C., p. 742, sec . 211), as amended by the Revenue Act of 1918 (U. S. C., pp. 784-787, sees. 691-708), and the Act entitled "An Act to amend an Act entitled `An Act to prohibit the importation and use of opium for other than medicinal purposes,' approved February 9, 1909," as amended by the Act of May 26, 1922 (U. S . C ., pp . 635, 636, sets . 171-184), known as "The Narcotic Drugs Import and Export Act," and for carrying out the applicable provisions of the Act approved March 3, 1927 (U. S. C., Supp . I, p. 9, sees. 281-'281e), including the employment of executive officers, attorneys, agents, inspectors, chemists, assistant chemists, supervisors, gaugers, storekeepers, storekeeper- gaugers, clerks, and messengers in the field and in the Bureau of Prohibition in the District of Columbia, to be appointed as authorized by law; the securing of evidence of violations of the Acts; the cost of chemical analyses made by others than employees of the United States; the purc hase o f such suppl ies, e quipme nt, mec hanica l devi ces, l aborat ory supplies, books, and such other expenditures as may be necessary in the District of Columbia and the several field offices; cost of seizure, storage, and disposition of any vehicle and team or automobile, boat, air or water craft, or any other conveyance, seized pursuant to sec- tion 26, Title II, of the National Prohibition Act, when the proceeds of sale are insufficient therefor or where there is no sale; cost incurred by officers and employees of the Bureau of Prohibition in the seizure, stor age, a nd dis positi on of proper ty unde r the intern al rev enue l aws when the same is disposed of under section 3460, Revised Statutes (U . S . C ., p . 546, sec . 1193); hire, maintenance, repair, and operation of motor-propelled or horse-drawn passenger-carrying vehicles when necessary; and for rental of necessary quarters; in all, $13,500,000, of which amount not to exceed $713,420 may be expended for per- sonal services in the District of Columbia : Provided, That not to exceed $1,411,260 of the foregoing sum shall be expended for enforce- ment of the provisions of the said Acts of December 17, 1914, and May 26, 1922, and the Secretary of the Treasury may authorize the use by na rcotic agent s, of motor vehicl es conf iscate d unde r the pro- visions of the Act of March 3, 1925 (U. S.
