CH.39. 1928 . custody and control of the Treasury Department, exclusive of marine hospitals, quarantine stations, mints, branch mints, and assay offices, and buildings constructed for other executive departments or estab- lishments of the Government, $1,000,000 : Provided, That the fore- going appropriation shall not be used for personal services except for work done under contract or for temporary job labor under exi- gency, and not exceeding at one time the sum of $100 at any one build- ing : Provided further, That all furniture now owned by the United States in other public buildings or in buildings rented by the United States shall be used, so far as practicable, whether it corresponds with the present regulation plan for furniture or not . Operating supplies : For fuel, steam, gas for lighting and heating purposes, water, ice, lighting supplies, electric current for lighting, heati ng, an d powe r purp oses, teleph one ser vice f or cus todial force s ; removal of ashes and rubbish, snow, and ice ; cutting grass and weeds, washi ng tow els, a nd mis cellan eous i tems fo r the use of the c ustodi al forces in the care and maintenance of completed and occupied public buildings and the grounds thereof under the control of the Treasury Depa rtme nt, a nd in the care and maint enan ce of the equi pment and furnishings in such buildings ; miscellaneous supplies, tools, and appliances required in the operation (not embracing repairs) of the mechanical equipment, including heating, plumbing, hoisting, gas piping, ventilating, vacuum-cleaning and refrigerating apparatus, elect ric-li ght pl ants, meters , inte rior pn eumati c-tube and i nterco m- municating telephone systems, conduit wiring, call-bell and signal syste ms in such b uildin gs, an d for the tra nsport ation of art icles or supplies, authorized herein (including the customhouse in the Dis- trict of Co lumbia , but exclud ing an y other publi c buil ding u nder t he control of the Treasury Department within the District of Columbia, and e xcludi ng als o mari ne hos pitals ' and q uarant ine st ations , mint s, branch mints, and assay offices, and personal services, except for work done by contract or for temporary job labor under exigency not ex- ceeding at one time the sum of $100 at any one building), $3,025,000 . The appropriation made herein for gas shall include the rental and use of gas governors when ordered by the Secretary of the Treasury in writing : Provided, That rentals shall not be paid for such gas governors greater than 35 per centum of the actual value of the gas saved thereby, which saving shall be determined by such tests as the Secretary of the Treasury shall direct : Provided further, That the Secretary of the Treasury is authorized to contract for telephone service in public buildings under the control of the Treasury Depart- ment by means of t elep hone switc hboar ds o r equ ivale nt t eleph one- switching equipment jointly serving in each case two or more Gov- ernment activities where he finds that joint service is economical and in the interest of the Government, and to secure reimbursement for the cost of s uch j oint serv ice f rom a vail able appro pria tions for telephone expenses of the bureaus and offices receiving the same .
