SEVENTIETH CONGRESS . SESS. II . Cu. 227. 1929 . for or on account of any such animal if at the time of inspection or test, or at the time of condemnation thereof, it shall belong to or be upon the premises of any person, firm, or corporation to which it has been sold, shipped, or delivered for the purpose of being slaughtered Provided further, T hat out of the m oney her eby appr opri ated no payment as compensation for any animal condemned for slaughter shall e xceed on e-third of the d ifferenc e betwee n the ap praised value of such animal and the value of the salvage thereof ; that no payment hereunder shall exceed the amount paid or to be paid by the State, Territory, county, and municipality where the animal shall be con- demned ; that in no case shall any payment hereunder be more than $35 for any grade animal or more than $70 for any purebred animal, and that no payment shall be made unless the owner has complied with all lawful quarantine regulations . For all necessary expenses for the eradication of southern cattle ticks, $736,000 : Provided, That no part of this appropriation shall be used for the purchase of animals or in the purchase of materials for or in the construction of dipping vats upon land not owned solely by the United States, except at fairs or expositions where the Department of Agriculture makes exhibits or demonstrations ; nor shall any pa rt of th is appropriation be used in the purchase of material s or mix tures fo r use in dipping vats ex cept in e xperimen tal or demonstration work carried on by the officials or agents of the Bureau of Animal Industry . Animal husbandry : For all nece ssary ex penses fo r invest igations and e xper imen ts in an imal hus band ry ; for expe riment s in anima l feedin g and bree ding, inclu ding c ooper ation with the S tate agri- cultural experim ent stat ions, in cluding repairs and addit ions to and erec tio n of buildings a bso lut ely nec ess ary to ca rry on the exper imen ts, incl udin g the em ploy ment of labo r in the ci ty of Washington and elsewhere, rent outside of the District of Columbia, and all other necessary expenses, $520,790

Pro vided , That of the sum t hus appr opri ated $11 6,45 0 may be use d for e xper imen ts in pou lt ry fe edi ng and breeding : Provided further, That of the sum thus appropriated $8,000 is made available for the erection of necessar y buildi ngs at t he Unite d States sheep e xperiment station in Clark County, Idaho, to furnish facilities for the investigation of problems pertaining to the sheep and wool industry on the farms and ranges of the Western States . Diseases of animals : For all necessary expenses for scientific investig ations i n diseas es of an imals, i ncluding the main tenance and improvement of the bureau experiment station at Bethesda, Mary- land, and the necessary alterations of buildings thereon, and the necessary expenses for investigations of tuberculin, serums, antitoxins, and analogous products, $353,780

Prov ided, That of said sum $92,500 may be used for researches concerning the cause, modes of spread, and methods of treatment and prevention of the disease of contagious abortion of animals . For investigating the disease of hog cholera, and for its control or eradication by such means as may be necessary, including demon- strations, the formation of organizations, and other methods, either independently or in cooperation with farmers' associations, State or county authorities, $497,000 : Provided, That of said sum $278,530 shall be available for expenditure in carrying out the provisions of the Act approved March 4, 1913 (U. S. 4C., p. 634, sees. 151-158), regulating the preparation, sale, barter, exchange, or shipment of any virus, serum, toxin, or analogous product manufactured in the United States and the importation of such products intended for use in the t reatm ent of dome stic animal s : Provided further, That of said sum $30,710 shall be available for researches concerning the 1197 Compensation li m- ited.
