Western irrigation agriculture : For investigations in connection with western irrigation agriculture, the utilization of lands reclaimed under the Reclamation Act, and other areas in the arid and semiarid regions, $145,600 : Provided, That the limitations in this Act as to the cost of farm buildings shall not apply to this paragraph . Horticultural crops and diseases : For investigation and control of diseases, for improvement of methods of culture, propagation, breeding, selection and related activities concerned with the pro- ductio n of f ruits, nuts , vege tables , orna menta ls, an d rela ted plants, for investigation of methods of harvesting, packing, ship- ping, storing, and utilizing these products, and for studies of the physiological and related changes of such products during processes of marketing and while in commercial storage, $1,234,731 . Gardens and grounds : To cultivate and care for the gardens and grounds of the Department of Agriculture in the city of Washing- ton, including the upkeep and lighting of the grounds and the con- struction, s urfacing, and repairing of roadways and walks ; a nd t o erect, manage, and maintain conservatories, greenhouses, and plant and fruit propagating houses on the grounds of the Department of Agriculture in the city of Washington, $97,740 . Arlington Farm : For continuing the necessary improvements to establish an d maintain a general exper iment farm and agricultural station on the Arlington estate, in the State of Virginia, in accord- ance with the provisions of the Act of Congress approved April 18, 1900 (31 Stat ., pp . 135, 136), $60,000 : Provided, That the limita- tions in this Act as to the cost of farm buildings shall not apply to this paragraph . Foreign plant introduction : For investigations in foreign seed and plant introduction, including the study, collection, purchase, testing, propagation, and distribution of rare and valuable seeds, bulbs, trees, shrub s, vine s, cutt ings, and pla nts fro m fore ign cou ntries and from our possessions, and for experiments with reference to their introduction and cultivation in this country, $203,200 . Forage crops and diseases : For the purchase, propagation, test- ing, and distribution of new and rare seeds ; for the investigation and improvement of grasses, alfalfa, clover, and other forage crops, including the investigation and control of diseases, $205,000 . Biophysical laboratory : For biophysical investigations in connec- tion with the various lines of work herein authorized, $36,000 . Total, Bureau of Plant Industry, $4,960,343, of which amount not to exceed $1 ,646,200 may be expended f or personal se rvices in the Dist rict of Colu mbia , FOREST SERVICE SALARIES AND GENERAL EXPENSES To enable the Secretary of Agriculture to experiment and to make and con tinue investi gations and r eport on fores try, national forests, forest fires, and lumbering, but no part of this appropria- tion shall be used for any experiment or test made outside the juris- diction of the United States ; to advise the owners of woodlands as to the proper care of the same ; to investigate and test American timber and timber trees and their uses, and methods for the preserva- tive treatment of timber ; to seek, through investigations and the planting of native and foreign species, suitable trees for the tree- less regions ; to erect necessary buildings : Provided, That the cost
