FEDERAL-AID HIGHWAY SYSTEM For carrying out the provisions of the Act entitled "An Act to provide that the United States shall aid the States in the construc- tion of rural post roads, and for other purposes," approved July 11, 1916 (U . S . C ., pp . 422, 423, sec . 503), and all Acts amendatory thereof and supplementary thereto, to be expended in accordance with the p rovisi ons of said Act, a s amend ed, in cludin g not to exc eed $454,900 for departmental personal services in the District of Columbia, $74,000,000, to remain available until expended which sum is composed of $31,800,000, the remainder of the sum of $75,000,000 authorized to be appropriated for the fiscal year ending June 30, 1928, and $42,200,000, part of the sum of $75,000,000 authorized to be appropriated for the fiscal year ending June 30, 1929, by para- graph 1 of the Act approved June 22, 1926 . For constructing a memorial highway to connect Mount Vernon with the city of Washington, as provided in the Act authorizing the co nstr uct ion of s uch high way and the mak ing of appr opri atio ns therefor, approved May 23, 1928 (45 Stat ., pp . 721, 722), including not to exceed $12,000 for departmental personal services in the District of Columbia, the unexpended balance of the appropriation of $2,500,000 for this purpose contained in the Second Deficiency Act, fiscal year 1928, shall remain available until June 30, 1930 . CHAP . 228 .-Joint Resolution To extend the period of time in which the Sec- retary of the Interior shall withhold his approval of the adjustment of Northern Pacific land grants , and for ot her purposes . Resolved by the Senate and House o f Representatives o f the United States of America in Congress assembled, That the first section of the joint resolution entitled "Joint resolution directing the Secretary of the Interior to withhold his approval of the adjustment of the Northern Pacific land grants, and for other purposes," approved June 5, 1924, as amended by joint resolutions approved March 3, 1927, and May 28, 1928, is amended by striking out " June 30, 1929 " wherever it appears and inserting in lieu thereof " June 30, 1930 " . SEC . 2. The present members of the joint committee created by section 3 of such joint resolution approved June 5, 1924, as amended, if reelec ted to the S eventy -first Congr ess, sh all co ntinue to se rve, not withst anding the e xpirat ion of the S eventie th Con gress, until the end of the f irst regu lar sessi on of the Seventy- first Con gress, at which time such joint committee shall cease to exist . In case a vacancy occurs in such joint committee by reason of the retirement from Congress on March 4, 1929, of any Member of the House of Repre- sentatives, the Speaker of the House of Representatives shall, before the expiration of the Seventieth Congress, appoint a Member of the House to fill such vacancy .
