SEC. 7. The right to sell, assign, transfer, and mortgage all the con erhe dto s ell, ate ., rights, powers, and privileges conferred by this Act is hereby granted to Hawesville and Cannelton Bridge Company, its successors and assi gns, and any c orpo ratio n to which or any p erson to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empowered to exercise the same as fully as though conferred herein directly upon such corporation or person .

All contracts made in connection with the construction of tracts to be let to lowest the bridge authorized by this act and which shall involve the expend,- bidder . ture of more than $5,000 shall be let by competitive bidding . Such contracts shall be advertised for a reasonable time in some news- paper of general circulation published in the States in which the bridge is located and in the vicinity thereof ; sealed bids shall be required and the contracts shall be awarded to the lowest responsible bidder. Verified copies or abstracts of all bids received and of the bid or bids accepted shall be promptly furnished to the highway contracts void for departments of the States in which such bridge is located . A failure violations . to comply in good faith with the provisions of this section shall render null and void any contract made in violation thereof, and the Secretary of War may, after hearings, order the suspension of all work upon such bridge until the provisions of this section shall have been fully complied with. CHAP. 433 .-An Act To provide for the payment of rental to the Board of [H . R. 16701 ..] Commissioners of the Port of New Orleans of the property known as the New [Public, No . 884 .] Orleans Army Supply Base, New Orleans, Louisiana . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the Secretary of War be, and he is hereby, authorized and directed to pay to the Board of Commissioners of the Port of New Orleans, rental in the sum of $39,686.54 for the use and occupancy of the property known as the New Orleans Army Supply Base, New Orleans, Louisiana, said rental being for the period from August 1, 1924, on which date the United States ceased to pay rental for the said property, to August 26, 1927, on which date the United States tendered a check in pay- ment for the purchase of the said property to the Board of Commis- sioners of the Port of New Orleans, from which the same was pur- ch ased, said r ental being at the rates provid ed for in co ntract s be- tween the United States of America and the Board of Commissioners of the Port of New Orleans, dated May 29, 1918, and June 19, 1918 . SEC . 2. That the sum of $39,686 .54 is hereby authorized to be appropriated for the purposes set forth in section 1 out of any money in the Treasury not otherwise appropriated .
